When Victoria passed the Education Act 1872, it ushered in the first free and secular education to Australian parents. This Act also introduced the idea of parental choice in education. Today the concept of choice is well embedded in Western Australia with some 159 independent schools, 163 Catholic schools, and State schools to choose from.
